Ted Saint has extensive experience with United States (US) national security and export control laws, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), economic sanctions, and the laws and regulations governing the management and operations of the US armed forces and protection of classified information. Prior to joining the firm, Ted was an Export Control Compliance Specialist at the Directorate of Defense Trade Controls (DDTC) within the US Department of State.
Drawing on this experience, Ted advises companies on the successful investigation and resolution of suspected violations of US export controls, sanctions, and national security laws, negotiation of settlement agreements, and implementing measures to resolve, mitigate, and remediate violations of such laws. In these roles he has acted as a consent agreement monitor and worked extensively with key federal agencies responsible for administering and enforcing these laws, including DDTC and the Departments of Commerce, Defense, Homeland Security, Justice, and Treasury.
Ted’s background also includes experience in the Foreign Emoluments Clause of the United States Constitution. At the State Department, Ted served as part of the recommendation chain for waiver applications for retired and reserve military personnel seeking employment with foreign governments.
Deeply familiar with the aerospace and defense industry and advanced and emerging technology, Ted previously served in the US Navy at the Naval Special Warfare Command and the USS Carl Vinson, deploying to the Middle East. Ted continues his service as a Reserve Judge Advocate Officer in the Maryland Army National Guard. He most recently served as the Command Judge Advocate to the Army aviation task force at the southern border. Ted’s military background includes ample knowledge in national security law and the law of armed conflict.
