Crafted arguments for a transmission developer in response to state siting board's reticence to approve a transmission project yet to be under contract with specific generation projects.
Wrote and submitted comments on behalf of an electric cooperative in regulatory proceeding addressing a large public utility's Integrated Resource Plan before a state public utility commission.
Assisted an electric cooperative in challenging a utility's proposed transmission depreciation rates in hearing and settlement judge procedures at FERC.
Drafted comments on behalf of a solar-plus-battery-storage developer in support of behind-the-meter storage demand response programs and rate structures for commercial and industrial customers in New Jersey.
Assisted a holding company in determining applicable criteria and exemptions to the books and records requirements under the Public Utility Holding Company Act of 2005.
Assisted an offshore wind developer in challenging NYISO's determination regarding costs associated with transmission upgrades.
Researched Pennsylvania laws, regulations, and regulatory proceedings implicated in an independent power producer's power supply arrangement with a potential data center.
Closely monitored and reported to numerous clients on FERC’s disposition on proposed co-location arrangements among transmission providers, transmission owners, data center developers, and generator owners.
Attended FERC’s Commissioner-led Technical Conference on the co-location of large loads at generating facilities, reviewed numerous comments filed in the docket, and reported substantive takeaways of the conference and comments for multiple clients.
Researched California laws and regulations implicated in establishing a power purchase agreement between a potential data center and a large generator.
Researched and wrote substantive research memos on the laws and regulations of Oklahoma and Arizona implicated in various power arrangements between potential data centers and independent power producers in those states.
