Carie A. Cartwright

Carie Cartwright is an associate and a member of the firm’s Antitrust, Competition, and Trade Regulation practice group. She focuses her practice on international trade, economic sanctions, and export controls. Carie primarily assists clients in understanding complex legal regimes governing the international trade of goods, services, technology, and cross-border investments.

In her practice, Carie routinely advises clients on matters related to compliance with export controls and economic sanctions laws and regulations administered by the US Department of the Treasury’s Office of Foreign Assets Control (OFAC), the US Department of Commerce’s Bureau of Industry and Security (BIS), and the US State Department’s Directorate of Defense Trade Controls (DDTC). Carie also advises clients on matters related to national security reviews before the Committee on Foreign Investment in the United States (CFIUS).

Carie has extensive experience in preparing and filing license applications, advisory opinion requests, general correspondences, and voluntary disclosures for submission to the US government. Carie also routinely provides export control jurisdiction and classification analyses for controlled goods, software, and technology. Her experience also includes evaluating and enhancing sanctions and export controls compliance programs, policies, procedures, and training for clients spanning a wide array of industries.

Carie also advises clients on customs and import matters, including antidumping and countervailing duties, tariff classifications, country of origin, customs valuation, preferential duty treatment determinations under various free trade agreements and programs, and forced labor issues.

Prior to joining the firm, Carie was an associate at a global law firm where she represented clients in matters related to international trade.  While in law school, Carie served as a research assistant for Professor Newton and assisted him with filings and oral arguments before the International Criminal Court.
