Mr. Myhre has 40 years experience in a wide range of federal regulatory, policy and legislative matters focusing on domestic and international maritime issues among others. He is experienced in cargo and cruise shipping matters and the commercial fishing industry including regulatory limitations on foreign investment in the U.S. maritime industry as well as the construction, conversion, documentation and financing of vessel assets. He has represented industry coalitions and individual companies in complex legislative initiatives and their subsequent implementation and judicial defense. In addition, Mr. Myhre also advises clients with respect to international trade, customs administrative and regulatory matters, natural resource management issues, immigration, manning, vessel inspection and equipment requirements and compliance with safety and maritime security regulations. Additionally, Mr. Myhre works with colleges and universities on a range of federal policy issues.

  • Advising public traded companies with U.S. flag assets regarding compliance with citizenship limitations
  • Maritime counsel to a major offshore services company with respect to a sale-leaseback of offshore marine supply vessel
  • Representing vessel owners from all aspects of the domestic maritime industry with respect to the documentation of vessels at the Coast Guard’s National Vessel Documentation Center
  • Advising owners of U.S. flag vessels with respect to the permissible level of overseas work on coastwise and fisheries vessels, including applicable Customs duties
  • Lead maritime counsel to the City of San Francisco in connection with drafting and enactment of the America’s Cup Act of 2011
  • Advising major oil company on compliance with coastwise laws and other matters under the jurisdiction of Customs and Border Protection

  • Lead counsel for a coalition of vessel operators in enacting and implementing the Aleutian Trade Act

Fisheries
  • Special maritime counsel to various fishing companies and investors regarding compliance with the American Fisheries Act
  • Lead maritime counsel in the following transactions in 2015 and 2016:
    • recapitalization of the largest U.S. harvester of wild-caught fish for human consumption
    • acquisition of one of the largest menhaden fish processing operations in the U.S.
    • sale of a major salmon, crab and groundfish operation in Alaska
    • acquisition and refinancing of East Coast scallop harvesting and processing operations
    • sale of various tuna fishing vessels and the transfer of related permits
    • obtaining regulatory approvals for new Aleutian Trade Act fish tender vessel
  • Lead counsel in obtaining legislative restoration of coastwise endorsement for fish tender in Coast Guard Authorization Act of 2015
  • Representation of major aquaculture company in connection with relocation issues
  • Lead counsel to a major association of fishing vessel owners in the enactment and implementation of vessel replacement authority in the Coast Guard Authorization Acts of 2010 and 2012
  • Lead maritime counsel to a coalition of vessel owners in enacting the Commercial Fishing Industry Anti-Reflagging Act, and the American Fisheries Act, and implementation of regulations, amending legislation and related matters
  • Representing fisheries clients in Magnuson Act Reauthorization and related fisheries legislation
  • Representing commercial fishing vessel owners before the National Marine Fisheries Service, National Oceanic and Atmospheric Administration in obtaining a wide variety of regulatory approvals
  • Lead counsel to a fisheries trade association in seeking legislative relief regarding crew visa issues
