Victoria Ford is a Government Affairs Advisor in the Public Policy and Law group whose practice focuses on legislative and regulatory affairs in Texas.  Capitalizing on her experience in the Office of the Governor in Texas, she provides advice and guidance to business and association executives to advance client interests in the legislative, regulatory and procurement process before various government agencies.  Ms. Ford currently represents a diverse client base, including companies in industries such as:  health insurance, public health, state taxes, public education, state license regulation, and health information technology.

Professional Background

Ms. Ford is a former Deputy Legislative Director and Senior Advisor for Health and Human Services in the Texas governor’s office.  During that time she oversaw the consideration and negotiation of more than 5,000 bills and amendments by the Office of the Governor during the legislative session and  was responsible for the governor’s health-related public policy agenda, including issues related to private health care, bioterrorism, public health, health insurance and health facility regulation.

Ms. Ford also served in the governor’s office as Assistant Director of the Office of Budget, Planning and Policy, and as Health Services Policy Director prior to that. Before joining the governor’s office, she was a Legislative Assistant for Texas State Senator Frank Madla and Legislative Director for then Texas State Representative Leticia Van de Putte.

Ms. Ford has received honorary recognitions from the Texas Association of Community Health Centers, the Texas Center for Rural Health Initiatives and the Selective Service Association.

  • Public Health:   Successfully assisted an industry leader in efforts to secure two separate purchases of health related products, as well as secured the passage of legislation which positively impacted the ongoing purchase of additional services by the state for that industry leader. 
  • Health Care: Represented a large health care industry association in the ongoing development and negotiation of a broad range of legislative, regulatory, programmatic and executive actions in the Texas legislature and executive branch agencies.
  • State Taxation: Monitored on behalf of a state association and private companies the constantly developing issues related to state property tax and state franchise tax issues in Texas.
  • Public Education:   Successfully assisted a private company with the development and, passage  of legislation which created an approved vendor list, and secured a position on the list,  to provide certain services to over 1100 Texas public schools.
  • Procurements:   Represented an information technology company in the identification, development, strategy and planning of procurement and business opportunities before several state agencies in Texas.
  • Licensure and Regulatory Projects:   Advised a state regulated company with the successful negotiation and mitigation of a regulatory proposal which significantly impacted the business operations of that company.
