Lisa Tucker's practice focuses on electric utility regulatory and transactional matters. She represents clients before the Federal Energy Regulatory Commission in rate proceedings, contract disputes, interconnection issues and matters involving the energy and capacity markets in the PJM, New York, New England and California organized markets.
Ms. Tucker advises electric utilities, power marketers and independent power producers, including qualifying cogeneration and small power production facilities, on applicable regulatory requirements and reporting requirements, including electric quarterly reports, triennial market power updates and interlock authorizations, and regulatory compliance, enforcement matters and rulemaking proceedings. Ms. Tucker manages regulatory due diligence reviews in connection with generating plant acquisitions and has obtained approval under Section 203 of the Federal Power Act for asset purchases and dispositions and corporate restructurings. She assists clients in obtaining market-based rate authority, exempt wholesale generator status and qualifying facility status and negotiates and drafts power purchase and sale agreements and interconnection agreements.
