Jacqueline Harkin is a senior associate in the firm’s London office where she is a member of the real estate investment, development & finance practice group.

She is highly experienced in major redevelopment projects acting for and advising public bodies, developers, retailers and investors. Her practice involves all aspects of development including:

  • leading on town centre regeneration schemes involving EU procurement and competitive dialogue;
  • delivering mixed use development of retail, housing, leisure, schools, public facilities and complex transport infrastructure;
  • acting for rail operators and developers in delivering development schemes over or immediately adjacent to railways;
  • framework, joint venture, gain share, commercial and funding agreements.

Professional Background

Jacqueline has been a partner in some of the most reputed commercial property law firms in the City of London prior to joining the firm.

She qualified as a lawyer in 1987.

  • leading a team acting for Basildon District Council in connection with the regeneration of both Basildon and Wickford town centres, involving retail, housing and leisure uses, public facilities, new schools, health centre and transport infrastructure. In each case dealing with EU procurement, competitive dialogue and negotiations with various bidders and numerous stakeholders;
  • acting for the agency responsible for delivering the London Olympics 2012 and its legacy on diverse commercial property aspects associated with compulsory purchase for both the relocation of the electricity pylons in underground tunnels and site assembly generally, the negotiation of cooperation agreements with energy suppliers and other public bodies and the interrelationship with the major shopping centre adjacent to the site;
  • heading a team acting for Defence Estates and Homes and Communities Agency in connection with a development and framework agreement for Aldershot Urban Extension being 148 ha for a mixed use development for housing, schools, employment and leisure, involving an extensive procurement exercise;
  • acting for London Underground Limited and Transport for London on various projects including the £2billion project at Victoria for a mixed use development of 2.5m sq. ft. and complex infrastructure;
  • acting extensively for care home providers in the delivery of development sites and for a major food retailer on all aspects of development;
  • advising on the acquisition of major shopping centres and the associated funding.
