Elżbieta Buczkowska is a legal advisor and member of the Dispute Resolution team in the Warsaw office of K&L Gates. Ms. Buczkowska has a great wealth of experience in conducting and coordinating litigation and arbitration cases. Her expertise focuses mainly on European Union and international law. She also has over that ten years’ experience in litigation before Polish courts. .

Professional Background

Prior to joining K&L Gates, Ms. Buczkowska worked for more than seventeen years in governmental administration of the Republic of Poland. As a minister’s counsellor and Deputy Director of the Department of European Law in the Office for the Committee for European Integration with its seat in Warsaw (Urząd Komitetu Integracji Europejskiej), Ms. Buczkowska was responsible for representing the Republic of Poland in proceedings before the Court of Justice of the European Union. Her professional experience included also a variety of other important legal tasks related to Polish accession to the European Union and, after accession, to Poland’s functioning in the Union, including legal advising on the European Union law and its effective implementation into the Polish legal system. As a solicitor of the State Treasury Solicitors’ Office with its seat in Warsaw (Prokuratoria Generalna Skarbu Państwa) and a Director of the Department of International and European Law therein, Ms. Buczkowska was responsible for the court representation of the State Treasury and representation of the Republic of Poland before courts, tribunals and other bodies adjudicating in international relations in matters entrusted to the Office. The Office, a governmental institution responsible for the legal representation of the State Treasury and the Republic of Poland in the most important litigation and arbitration cases, gave Ms. Buczkowska over than ten years’ experience not only in domestic and international litigation but also in other legal capacities, including drafting legal opinions, involvement in legislative process, advising on drafting and negotiations of various international treaties. .

  • Lecturer in numerous seminars and training sessions in the field of the European Union law, various aspects of the accession to the European Union and legal aspects of the State functioning in the Union and so-called investment arbitration.

  • English and EU law studies in the Centre for the Study of English and European Law at the Faculty of Law and Administration of the University of Warsaw, co-organised and conducted by the Centre for European Legal Studies, the Law Faculty, Cambridge University; specialisation – European Union Law (1996 – 1997).
  • Representing stationes fisci of the State Treasury in several dozen court proceedings regarding various bases of liability,
  • Advising relevant state authorities in numerous proceedings before the European Court of Human Rights in matters concerning alleged violations of the right to: property, a fair trial, to respect for private and family life, to an effective remedy as well as of the prohibition of discrimination,
  • Preparing legal opinions as to compliance of draft legislation with the European Union law at different stages of legislative process,
  • Preparing legal analyses and opinions in the field of the European Union and international law for the decision-making purposes as well as for the benefit of litigations,
