Ms. Yang's practice focuses on finance, securities, mutual funds and energy related legal practices. She provides strategic advice on a regular basis to many companies in Taiwan, Europe and North America. Her clients are active in a broad range of sectors with special focuses on energy, mutual funds, financial services, infrastructure development and financing. Having practiced for 30 years in the Greater China market, Ms. Yang is familiar with both local legal systems and global standards.

Professional Background

Ms. Yang began practicing law in Taiwan in 1983 and joined K&L Gates in 2005. Ms. Yang has served on the board of directors of the Taipei Bar Association and she has participated in certain policy making projects organized by Taiwan Government agencies as well as industry associations such as the Taiwan Securities and Futures Bureau, the Taiwan Stock Exchange, the Securities Investment Trust and Consulting Association and the Chinese National Futures Association.

  • Represented several international financial conglomerates to set up Taiwan wholly owned securities investment trust companies or securities consulting companies.

  • Represented local securities investment trust companies to apply for approval to launch various newly established funds, equity funds, bond funds, funds of funds, ETFs, and provided advice on fund raising related matters, including both public offerings and private placements.

  • Represented the Taiwan state-owned power company to negotiate the terms of power purchase agreements with IPPs.
  • Represented the Taiwan state-owned power company in litigation and arbitration actions with respect to its disputes arising from power purchase agreements with various IPPs.
  • Represented the Taiwan state-owned power company in litigation with respect to its dispute with a contractor in a nuclear power plant construction project.
  • Represented Taiwan state-owned power company in a BOT hydro-electric power plant investment project in Central America.
  • Represented a subsidiary of Taiwan state-owned power company in setting up a power plant project in Guam and operating a power plant owned by the government of Guam.
  • Represented Taiwan state-owned petroleum company in a dispute arising from an oil field exploration project in the Middle East region.
  • Represented Taiwan state-owned petroleum company in ICSID and ICC arbitrations for a dispute arising from oil field investment in Venezuela.
  • Participated in the Taiwan power industry privatization project.

  • Represented several banks acting as the lead bank in syndication transactions supported by different types of securities, such as mortgages on real estate, chattel mortgages on machinery and equipment, pledge interest on accounts receivable and stocks, aircraft finance and ship finance.
  • Provided legal advice and legal opinions to several banks with respect to financial derivative transactions.
  • Represented Taiwan subsidiaries of an international company in purchasing and sale of non-performing loans.
