Mr. Bowman was the organizing author of the Symposium Issue on Pennsylvania State and Local Government Contracting - A Practitioner’s Guide to Current Issues (Pennsylvania Bar Quarterly magazine, October 2014, Vol. LXXXV, No. 4), where he authored two articles. He has contributed to the legal column for the Associated Pennsylvania Constructor's publication Highway Builder, and has chaired the Pennsylvania Bar Association Construction Litigation Committee and the governing Council of the 4000 member Pennsylvania Bar Association Civil Litigation Section. He has been a member of the Pennsylvania Department of General Services' Design Professional Liaison Committee, and was Solicitor of the Borough of Dauphin (Dauphin County) for 17 years. He is a member of the Public Contract Law Section and the Litigation Section of the American Bar Association. From 1973 to 1974, Mr. Bowman was a clerk for The Honorable James S. Bowman of the Commonwealth Court of Pennsylvania. He was highly regarded for his contributions to the Pennsylvania Commonwealth and Superior Court by the Pennsylvania Bar Association’s Judicial Evaluation Commission in January 2001 and 2003.
