Anthony Fine is a partner in the Energy, Infrastructure & Resources Group in London. He is recognised as a highly experienced adviser in the UK and European PPP market and has been involved in PPP since its inception in the early 1990s, during which time he has worked on various complex and pathfinder projects across a number of sectors throughout Europe. His practice focuses on economic and social public sector infrastructure projects as well as outsourcing, predominantly acting for sponsors and also contractors and lenders. These deals have cut across numerous sectors, including health, prisons & justice accommodation, education, defence, government, services, transport, energy and nuclear. Anthony has considerable experience in the renewable energy fields and has undertaken market leading nuclear projects in the UK and abroad.

Prior to joining K&L Gates Anthony was the head of the infrastructure practice in the London office of a global law firm.

Business process outsourcings / strategic partnerships
  • Advised G4S in connection with the £200 million, 10 year transformational project, with Lincolnshire Police Authority - the first of its kind ever to be awarded in the UK. 
  • Advised Serco on its bid for a Cabinet Office Shared Services outsourcing project. 
  • Advised Serco on a 10 year business process outsourcing with Glasgow City Council worth £265 million. 
  • Advised bidder in connection with the Oxfordshire real estate works and services restructuring project. 
  • Advised Serco in connection with the outsourcing of insurance claims services for a major insurance company. 
  • Advised consortium in connection with its £260 million strategic partnership with Oldham Borough Council. 
  • Advised a major global bank on a suite of corporate real estate and business process outsourcing agreements. 
  • Advised service provider in connection with £50 million, 5 year cross border facilities management outsourcing for a major bank’s properties in the UK and Europe. 
  • Advised preferred bidder in business process outsourcing contract (Milton Keynes Council). 
  • Advised preferred bidder in business process outsourcing PPP contract (Bath and Northeast Somerset Council). 
  • Advised preferred bidder in connection with a joint venture arrangement (GSTS) with Guys and St Thomas's NHS Foundation Trust in a 10 year project for the provision of laboratory and pathology services. 
  • Advised investor in connection with the Bedfordshire Hospital pathology services outsourcing to GSTS. 
  • Advised bidder in connection with a proposed outsourcing of pathology services by a major London NHS Trust. 
  • Advised on numerous business process outsourcing PPP bids including Kent County Council, Redcar & Cleveland Borough Council and Southampton City Council 
  • Advised a service provider and investor in connection with a £300 million joint venture with Nelson Bakewell on an innovative asset management transaction. 
  • Advised a business process outsourcing company on its £300 million strategic partnership with Sandwell Council, delivering a range of services, including finance.
Nuclear
  • Advising investor in connection with a bid for the management of nuclear decommissioning at a UK based site. 
  • Advising a European government in relation to a sale and acquisition in the nuclear industry (confidential). 
  • Advising a major nuclear energy company in connection with its interests in the nuclear decommissioning market in the UK.
Accommodation
  • Advised Barclays Bank plc and The Royal Bank of Scotland Plc in relation to the £370 million financing of the Wolverhampton City Council Building Schools for the Future Programme (BSF) PFI project. 
  • Advised inspiredspaces (a company owned by Carillion) in connection with the £300 million Tameside Metropolitan Borough Council BSF Programme, bringing to successful financial close the first two schemes with a combined capital value of and funding of £88 million. 
  • Advised Barclays Bank Plc in relation to its £190 million financing of the Rochdale Building Schools for the Future Programme. 
  • Advised funders in connection with Nottingham and Durham BSF Projects. 
  • Advised preferred bidder in connection with the £129 million Avon & Somerset Police accommodation PFI project. 
  • Advised preferred bidder in connection with the £46 million Staffordshire Fire and Rescue Service PFI project. 
  • Advised funder on senior debt for the Newbury College of Further Education PFI Project. 
  • Advising funder as senior debt provider and equity participant on behalf of schools at East Ayrshire, Scotland. 
  • Advised on senior debt for the Bournemouth Millennium library project which had complex IT features and was linked to (and partially funded by) a retail development with a Council controlled development company.
Defence
  • Advised Serco on a management contract with the Cabinet Office relating to the Cabinet Office's Emergency Planning College for the outsourcing of training services over 15 years. 
  • Advised private sector partner in MoD PRIME Central deal in relation to core works and services for MoD establishments across central England and Wales. 
  • Advised sponsor on £600m facilities manager in connection with a £1b project to provide single living accommodation modules to the MoD (SLAM). 
  • Advised sponsor in MoD PRIME East deal in relation to core works and services for MoD modern housing across England and Wales. 
  • Advising the sponsor as sponsor and provider in connection with £500million MoD project to provide building works and FM services across MoD estate at Porton Downs. 
  • Advising prime contractor in connection with bid to manage the MOD estate in Gibraltar. 
  • Advised the sponsor and facilities manager in connection with the provision of helicopter simulators to the MOD Medium Support Helicopter Aircrew Training facility. 
  • Advised sponsor in connection with a £2.2 billion pound management contract (Atomic Weapons Establishment at Aldermaston). 
  • Advised facilities manager and joint sponsors in connection with £1b project to provide training and support at the Royal School of Military Engineering. 
  • Advised private sector partner on £500 million MoD project to provide building works and FM services across entire MoD estate in South West of England (PRIME South West Central SE). 
  • Advised funders in connection with the refinancing of a UK Tornado Simulator Project, providing advice on restructuring of the project and finance documentation. 
  • Advised consortium in connection with the joint venture between EADs and Serco for the MoD £1billion Combined Aerial Targets (CATS) PFI Project. 
  • Advised private sector partner in connection with PRIME Housing, the MoD project to provide building works and FM services across the entire MoD service housing estate in England and Scotland. 
  • Advised joint sponsor and facilities manager in connection with the design, build finance and operation of new Joint Services Command and Staff College buildings at Shrivenham, Wiltshire.
Justice and prisons
  • Advised Carillion/G4S in connection with a bid for the Wellingbrough Prison PFI. 
  • Advised Carillion/GSL in connection with Stage 1 of the bidding for NOMS Belmarsh West and Maghull 600 place Category B prisons in the UK.
