K&L Gates Adds Government Contracts Partner in Newark

Newark – Global law firm K&L Gates LLP welcomes Rebecca Moll Freed as a partner in the Government Contracts and Procurement Policy practice. Freed is based in the firm’s Newark office and joins K&L Gates from Genova Burns LLC.

Through her varied practice, Freed focuses on helping companies successfully navigate a variety of complex regulatory frameworks pertaining to political contributions, pay-to-play rules, government contracting, ethics rules, lobbying requirements, gift rules, and energy and utility matters.

Freed advises corporations, partnerships, limited liability companies, trade associations, charitable organizations, social welfare organizations, and political action committees on the legal aspects of their political activities, as well as counsels companies on government contracting and their participation in the procurement process. Freed offers substantive counsel on New Jersey’s pay-to-play laws and has extensive experience in procurement law as well as assisting clients in successfully preparing and completing RFPs and RFQs for federal, state, bi-state, and local government entities.

Freed has provided training and counseling to companies, in-house counsel, and corporate ethics and compliance officers seeking to maximize government contracting opportunities while assuring compliance. She also has familiarity with diversity in government contracting, set-asides for minority and women owned businesses, disadvantaged business enterprises, and public-private partnerships.

With knowledge in the energy and utility space, Freed has represented utility, solar, and offshore wind companies on procurement, administrative, and compliance matters. She has also successfully handled New Jersey Board of Public Utilities petitions for clients.
